Dr. JoeBob Kirk, Development Director

Dr. Joebob Kirk has dedicated his practice to bariatric medicine and surgery since 2002. He has been involved in more than 2000 weight loss surgeries. He is a member of the American Society of Metabolic and Bariatric Surgeons, American Society of Bariatric Physicians, and the American College of Osteopathic Surgeons. He is a 1994 graduate of Oklahoma State University College of Osteopathic Medicine and Surgery. He completed his residency in general surgery in 1999 at Oklahoma State University Medical Center in Tulsa, Oklahoma.

When not directly involved in the care of his patients, Dr. Kirk’s favorite hobbies include boating, riding his motorcycle, and playing farmer. He is a loyal OSU fan and cowboy supporter. He and his wife Susan reside in the Tulsa area.

Michelle O'Meara, D.O.

Michelle O’Meara, D.O., practices bariatrics (medical and surgical weight loss) and has been a health care professional in the Tulsa area since 1990. Prior to joining Bailey Bariatrics, she cared for patients at St. John Clinic in Broken Arrow for two years and Warren Clinic for eight years. She also has 12 years experience as a registered dietician & nutritionist.

Dr. O’Meara earned her bachelor of science degree in nutrition at the University of Oklahoma (OU) in Norman in 1980. She completed her master of science degree in health promotion & disease prevention at OU in 1988. She received her medical degree from the Oklahoma State University School of Osteopathic Medicine in 2003. She completed her residency in 2006.
 
Dr. O’Meara is a member of the American Osteopathic Association and the Oklahoma Osteopathic Association.
 
Dr. O’Meara’s personal interests include gourmet cooking, bicycling, walking her dogs, yoga, working out, gardening and supporting the arts & sporting events.
 

Ruby ThomasRuby Thomas, APRN-CNP

Ruby Thomas, APRN-CNP, practices bariatrics with Dr. Joebob Kirk.  She is a board-certified Adult Gerontology Primary Care Nurse Practitioner.  She practices medicine with a holistic approach, taking your spiritual, emotional and physical needs into account.  She has several close friends that have undergone bariatric surgery and has seen life changing results in them and many other patients.  She is a firm believer in the benefits of – and a strong advocate for – this procedure.
 
Ruby has been a Registered Nurse (RN) in the Tulsa area since 2001.  Prior to joining Utica Park Clinic & Bailey Medical Center, she cared for patients in the Intensive Care Unit at Hillcrest Medical Center (HMC).  Her clinical history also includes experiences as the charge nurse, house supervisor and transfer coordinator at HMC.
 
Ruby earned her Bachelor of Science Degree in nursing at Oklahoma Wesleyan University in Bartlesville, OK.  She completed her Master of Science Degree in nursing at the University of Cincinnati in Cincinnati, OH.  She is a member of the Association of Oklahoma Nurse Practitioners.
 
Ruby’s personal interests include reading, traveling, volunteering for church activities, participating in medical mission trips and spending time with her family.
 

Tracy Foster, APRN, FNP-BC

 
Tracy Foster, APRN, FNP-BC is a board-certified family nurse practitioner who practices bariatrics with a team of bariatric professionals. She has been in nursing for the past 27 years. 
Tracey was director of the quality-driven bariatric program for eight years, which has provided her continued growth in her passion for serving bariatric patients. Tracy views the bariatric program as patient-centered with a holistic approach to care that includes an entire team. She has been a part of the Ardent/Hillcrest family for over 11 years.
  
Prior to joining Utica Park Clinic and Bailey Medical Center, she has cared for patients in bariatrics, gero-psych, home care and hospice. Her clinical experience includes urgent care, family practice, and a multitude of administrative roles that include charge nurse, administrator, director, regional director and nursing manager.
 
Tracy earned her Bachelor of Science Degree in nursing at Oklahoma Wesleyan University in Bartlesville, OK. She completed her Master of Science Degree at Maryville University in St. Louis, MO. She is a member of the Association of Oklahoma Nurse Practitioners, the American Nursing Association and Sigma Theta Tau. Tracy is active in the state chapter of the American Society for Metabolic and Bariatric Surgery.  
 
Tracy’s personal interests include Oklahoma Sooner football, traveling, exercise, water sports, and spending time with her family and friends.    
 
 

David StewardDavid Steward, Program Director

David Steward is the bariatric program director and has worked for the bariatric program in a number of areas since 2013. He believes the program is successful because it focuses on patient care, safety and improving the patient experience. David brings over 18 years of management, organizational development and leadership experience to the program.
 
David graduated from Northeastern State University and St. Gregory’s College. He is a Certified Personal Trainer, Youth Exercise Specialist and Fitness Nutrition Specialist with National Academy of Sports Medicine. David has served in leadership positions in several local nonprofit organizations and is active in the community and his church. He enjoys spending time with his wife and two children.
 
 
 

Leslie StelzerLeslie Stelzer, RN, Clinical Coordinator and MBSAQIP Coordinator

Leslie joined the team in 2017. The first few years of her nursing career were spent at St. John’s Hospital in the ED. She moved to north Texas and worked in several facilities and found a home at Texas Health Harris Methodist Fort Worth. At the time of her departure from Texas Health, Leslie had served as an ED nursing supervisor and charge nurse for 6 years. In 2016, Leslie moved back to Oklahoma to be closer to family and took a nurse manager position over the house supervisors, float pool, rapid response team and staffing office at Hillcrest.
 
Leslie became the clinical coordinator with Bailey Bariatrics in 2017. Leslie’s wide range of experience helps her realize the extreme importance of making sure the each and every patient have the best possible experience every time they visit Bailey Bariatrics.
 
Leslie and her husband have two young children. They enjoy spending time outdoors and are extremely involved in agriculture raising and exhibiting purebred cattle on their rural Rogers county ranch. One of Leslie’s biggest passions is helping to get youth involved in animal agriculture and she spends much of her free time doing just that.
 
 

Ashley Ware, RN, BSN, MBSAQIP Clinical Reviewer

Ashley joined the Bailey Bariatric team in 2016 as the clinic coordinator before becoming our MSB clinical reviewer. In 2013, Ashley began working as a bariatric registered nurse with the Bailey Medical Center Med Surg/ICU team. Ashley has also worked as a house supervisor at Jane Phillips Medical Center and as a member of the Med Surg and ER staff at Texas Harris Methodist in Fort Worth. Ashley believes whole heartedly in the importance of engaging with each person who enters our program to provide the best possible patient experience.
 
In 2017, Ashley relocated and works remotely as our MBSAQIP Center of Excellence clinical reviewer insuring the highest quality measures are met.
 
 
 

Shelba Akins, Financial Counselor

Shelba has been at Bailey Medical Center since 2011 since attending Tulsa Community College and Owasso High School. Her main focus is to guide you through this journey and help you along the way. She is an expert with financial counseling and making sure benefits have been verified and you are prepared for surgery. She comes from a very tight knit loving family and is happily married. Shelba loves her 3 dogs and enjoys spending time at the lake, fishing or sitting around the fire talking.
 
 
 
 
 
 

Lisa BlackwellLisa Blackwell, Financial Counselor

Lisa has been employed with Bailey Medical Center since 2008 and as a bariatric financial counselor since 2010. She works closely with patients to help determine the required amount to pay the facility at the time of service. Financial counselors are responsible for informing patients of their financial obligations, securing payment, verifying insurance and assisting patients with payment arrangements. Lisa is married with 2 children and enjoys spending time with her family, shopping and being outdoors.

 

 

 

Debbie KirkendollDebbie Kirkendoll, Financial Counselor

Debbie started in 2017 and has worked in a number of different positions in Bariatrics. Debbie is typically at the front desk or discussing insurance requirements with patients. Debbie has spent a long career in patient care in the optical and medical field. She loves spending family time with her husband of 36 years, their son and family. Debbie enjoys doing crafts, reading and working word puzzles with her husband.
 
 
 
 
 

Cathy WardenCathy Warden, Financial Counselor

Cathy has been at Bailey Medical Center since 2012 in a variety of departments. She has been working in the medical field in different capacities for 50 years. Since 2015, she has exclusively verified insurance for patient surgery. Cathy brings a wealth of knowledge and experience to the program. She has become an expert at working through the various insurance plans to verify surgical benefits for our patients.
 
Cathy is happily married to her spouse of 40+ years. She loves to read, play games on her iPad and spend weekends in Branson with her husband.
 

Amanda WellsAmanda Wells, Financial Counselor

Amanda became a bariatric navigator in 2017. She began her career in the medical field as an emergency medical technician in 2010. She was drawn to Bailey Bariatrics because she has a passion for developing relationships with patients and helping them through this journey. She is originally from Denver and is a big Denver Bronco and Colorado Avalanche fan. She enjoys spending time with her son and dogs.

 
 
 
 
 
 
 
 
Russel Vieaux

Russell Vieaux, Bariatric Liaison

Russell joined the team at Bailey Medical Center and the Center for Bariatrics in 2013 and began working as a bariatric navigator where he assisted patients through the bariatric program right up to surgery. In his current position as the bariatric liaison, Russell manages and participates in the more than 40 bariatric seminars held annually as well as working directly with each new patient entering the program. Russell has extensive experience in assisting and teaching others to navigate through obstacles and his energetic personality helps drive patients to be successful.

He is married with three children and nine grandchildren and spends his time golfing, fly fishing and reading.

 
 

Bariatric Navigators
The bariatric navigators will help guide you through this journey. They will assist you in the scheduling process, verify your benefits, package your information to submit to insurance and answer most questions surrounding the pre-surgery program. The Bariatric navigator is designed to assist each patient as they work through the pre-surgery preparation experience. Your role is to complete the appointments, consultations, testing and support groups to make sure you have properly prepared yourself for surgery and have a plan for post-op follow-up.

 

Dawn Lesicka, Bariatric Navigator Supervisor

Dawn has been at Bailey Medical Center since 2007 in a variety of departments. She has been working in hospitals since 1990 and exclusively in bariatrics since 2010. She is a seasoned expert at navigating the scheduling process and assisting you through your journey. Dawn moved from San Diego, CA to Owasso in 2003 with her husband and two kids.
 
 
 
 
 
 
 

Tonya Cowan, Bariatric Navigator

Tonya joined the team in 2018. She has seven years of experience in the medical field with a focus on building relationships with patients and families. Tonya moved to Oklahoma in 2007, but is originally from South Dakota. Tonya was married in 2002 and spends her free time with her three kids and two dogs.
 
 
 
 
 
 
 
 

Kaitlyn DealKaitlyn Deal, Bariatric Navigator

Kaitlyn joined the bariatric team in 2017. She has several years in patient access experience and is a strong advocate for her patients through the program. Sandy Loebeck, Bariatric Navigator

Sandy began her medical career in 1993 and found a passion for working with patients. She returned back to college to obtain her marketing degree and then decided to make a life changing decision to have the gastric sleeve surgery here at Bailey Medical in 2015. She has been very passionate about helping others to find the same happiness achieved from this decision.  
 
Sandy had the desire to become a bariatric navigator so that she could inspire others. She has a passion to encourage and coach patients through this journey because she personally knows the impact it can have.  Sandy’s personal interests are family time, muscle cars and traveling to the beach for fun in the sun. 
 
 
 
 

Nathan MendezNathan Mendez, Bariatric Navigator

Nathan joined the Bariatric team as a navigator in 2017 and has been in the medical field for over seven years. He moved from Cincinnati to Owasso in 2016 with his wife and two children. Nathan really enjoys working with patients and finds it so rewarding to aid in their success and see their lives change for the better. That feeling is what drove him into the medical field and into bariatrics. He loves the outdoors and enjoys golf, tennis, kayaking and playing guitar.

Tiffany joined the bariatric team as a navigator in 2016 and has been in the medical field for over 10 years. Her entire career has been focused on developing relationships with patients and identifying solutions. Amy Moua

Amy Moua, RMA

Amy started with Bailey Bariatrics in 2017 and fit right in with our team. She has been a registered medial assistant over five years and enjoys the clinic setting. Amy is very detail oriented and will contact you regarding labs and other medical questions. She has a passion for helping patients through this journey and always has a kind word and a smile. Anita PottsAnita Potts, Patient Access

Anita joined the bariatric team in 2018. She has over 30 years of medical experience in front office operations. She was excited to join the Bailey Bariatric team because she enjoys spending time and developing relationships with patients. She believes patient care begins at the front desk and goes out of her way to make patients feel comfortable and informed.
Anita enjoys spending time with her husband, family and grandchildren. She is active in her church, loves to read and is learning how to fish.
